My dear sir
I very much regret that I was unable to see you in Philadelphia. Apart from wishing to make your acquaintance I wanted to consult you about the emigration of Jews, a matter in which I am deeply concerned.
The Board of Guardians desires to obtain information from America concerning the labour market as it concerns our emigrants & I shall esteem it a very great favour if you would let me know from time to time what

prospect there is for poor Jews (tailors, hatmakers, pedlers, &c) speaking a little English, if sent to Philadelphia--or via Philadelphia to Pennsylvania & Ohio cities. We are pretty well convinced that New York is not the right place to send people to & I shall be very glad if you could help me to find some place where they would really be welcome. Do not forget that they are not of the "refuse" class, as we make them pay half their passage money themselves.
