DEAR SIR:-
The Central Committee of the Baron de Hirsch Fund, as a guide for its work, desires information upon the following points:
1. About how many Russians and Roumanian immigrant men, women and children, are in your city, and about what proportion of them have been in this country not over two (2) years?
2. Have any of your organizations educated them as artisans or otherwise?
3. What amount per capita has been expended upon them for these or other purposes during the past two years?
4. Is the work being continued; and if so, what branches of it, by whom, and at what cost?
5. Can you find employment for more of these immigrants? If so, how many?
6. Do you know of particular localities wherein ready work can be obtained for immigrants, and where they are likely to assimilate with their surroundings? If so, where?
For your information it is proper to state that the benefits of the Baron de Hirsch Fund are intended to inure, exclusively, to such Russian and Roumanian Immigrants as have been in this country not longer than two (2) years, except for educational purposes.
Its work includes:
(a) Furnishing mechanics with tools.
(b) Teaching them easily acquired trades, or the knowledge of the use of tools, so that they may become "handy men" in shops.
(c) Paying their Entrance Fees into Trade Unions.
(d) Loaning them small sums, in exceptional cases, to help them to become self-supporting.
(e) Establishing Day and Night Schools for both children and adults, only when the local authorities or organizations have failed to make such provision, wherein shall be taught the ele-mentary branches of English, and which shall include the Constitution of the United States and improved sanitary habits.
(f) Transportation to points where it is positively known there is a market for the particu-lar kind of laborers sent forward.
(g) In no sense whatever to assume any part of the present duties imposed upon Jewish Congrega-tions, Societies, or Orders.
(h) All moneys for the direct relief of individuals are loans, and due bills for the same, pay-able in installments, are to be given. Alms-giving, and what is understood as "charitable relief," are not to be included within the domain of the Fund.
(i) To Americanize and assimilate the immigrants with the masses by teaching them to become good citizens, and to prevent, by all proper means, their congregating in large cities.
Your kind replies to the foregoing questions will be a great aid to the Central Committee in pre-paring its plans.
